I'm not questioning that. Education is the way to go but it isn't everything. There are deep seated structures that need to be challenged including institutions which protect predators who would give lip service to the protection of women. You are looking at decades of work in order to achieve significant success and how are you going to protect women in the meantime?
The other problem is the divergent views on sexuality including fears that boys will believe they are born predators (akin to original sin). There are cultural barriers too such as those with liberal and conservative values when it comes to modesty.
