Without discussing the drivers of the declaration of human rights its hard to make sense of this. I don't understand why you couple the USA and China when it comes to torture. You appear to be arguing because the US makes the most noise about human rights yet is arguably the worst abuser, that this makes the UN doctrine dangerous. The danger lies in the US control of the UN , international trade and its abusive policing of the world.
